What to do with a Charmer who won't go away?

This guy is extremely good looking. I admit when we first started hanging around each other I really liked him and it seemed like he liked me. Additionally, I really have a hard time dating really good looking men because they are usually the ones that end up hurting me (not a generalization, just a personal observation) Anyway, I stopped flirting with him and staring back at him when he would stare at me because some one close to me told me he flirts with everyone. It's been 7 months and he keeps texting me asking me why we haven't hung out and that he REALLY want to hang out with me. He stares at me when Im not looking, follows me around, appears in places I hang out. My friends say he acts nervous around me, WTH!. Now Im turned off by the potential of dating him because I can't figure him out, is he a player, is he interested. I'm just exhausted trying to figure it out. I just want to be friends now. How can I get this message across to him that I just want to be friend or he needs to go?
